Completed-performance rule

An advance retainer for services not yet performed is not a completed receivable. If invoiced services have been fully performed, the resulting receivable may be evaluated based on its structure and documentation.

Factoring arrangements commonly involve receivable verification and may involve customer notification or payment-direction procedures depending on the provider and agreement. No identical process should be assumed.

Adding locations or service volume can increase payroll, supply, transportation, equipment, and management costs before customer invoices are collected. Factoring is a receivables-based option to discuss with a provider when completed, supportable invoices exist; it is not a promise to finance future work.

A provider may review the credit, payment history, verification process, and share of receivables represented by one customer or related group. There is no universal concentration threshold.

Labor and Materials on One Invoice

An invoice containing labor and cleaning materials may be considered when the underlying invoiced work has been completed and applicable delivery, acceptance, documentation, verification, and other requirements are satisfied. Materials do not create an automatic exclusion.
